well im making my new char and was planning to go either
-nec/mes
-nec/ele
-ele/x

looking for PvE and some PvP

A Nec primary is much better for PvE than PvP, and Soul Reaping is a disapointing primary stat.

Ele have a better time at both PvE and PvP but you probably won't want the same build and stat distribution for both (aoes are infintely more useful in PvE than PvP, whereas armor penetrations, slows, and knockdowns are much better for PvP).

*I think that you will be frustrated with a Nec/Mes only b/c you would be more or less delimiting yourself mostly to DoTs, and situational dps. You won't have reliable heals, you'll have paper armor, and you'll be hardpressed to render immiediate damage in a pinch.

*Nec/Ele is a fun combo (been lvling one). The only annoyance is that I find myself using very few Ele spells simply b/c I don't have the energy. I'm not saying you can't sub Ele, but when most of the great Ele spells cost 15-25 mana the skills often have to sit there.

*I just finished the game w/ an ele/mes and I must say that it is a nice combo. I think that going Ele, Monk or War primary is always easier, though. The classes are so straightforward it's easy to see what skills you would need from your sub. An Ele/Mes can supplement it's gross expenditure of Energy w/ points in Inspiration, at least until you capture Ether Renewal.
